In a conversation with Kweku S.Addo today, we agreed that the best way to actually register Ghanaians is to ask everyone to go to a police station dotted all over the country to register and the information sent to an IT company to print the cards and later distributed through same police stations. That is how Togo did their ID registration. You do not need to build new regional offices of undertake this simple exercise.
